Community Resourcefulness Partnership seeking nominations for chair and vice chair

A new national partnership to improve well-being in communities across Wales is looking for nominations for a chair and vice chair to shape its work.

Both posts will also represent the Community Resourcefulness Partnership in its work with the Welsh Government and public and third sector organisations.

The Community Resourcefulness Partnership was set up last year, with our support, to develop and promote local activities that will improve well-being in communities across Wales.

Its members come from the voluntary, statutory and academic sectors, and the growing group is now looking to elect its first chair and vice chair.

The group is looking for people from the public and third sectors to serve as chair and vice chair for a two year period, with the role of chair and vice chair alternating between the sectors every two years.

The group is keen that the chair and vice chair bring a balanced perspective to the group. It is looking to do this by making sure the chair and vice chair come from different backgrounds – one from the public sector and the other from the third sector.

The group is asking people and organisations to nominate anyone they think would be suitable who works in either sector – the person they nominate cannot work for the same organisation as themselves.

The nominations will then be put to a ballot with one vote per organisation and the nominee with the most votes will be appointed chair. The person with the most votes from a different background to the chair will be appointed vice chair.

Role description – Chair

Purpose

The Chair plays a key role in representing the Community Resourcefulness Partnership with the Welsh Government and with public and third sector organisations. The Chair will oversee the shaping and implementation of the partnership’s purpose and objectives, as set out in its Terms of Reference.

The Chair will make sure:

  • there’s full participation at meetings
  • all relevant matters are discussed
  • effective decisions are made and carried out.

Essential attributes and experience

  • Proven leadership skills
  • Good strategic and facilitation skills, and the ability to influence and foster decision-making
  • Ability to act impartially and without bias
  • Tact and diplomacy
  • Ability to communicate effectively
  • Political awareness
  • The time to build strong relationships between stakeholders
  • Experience of governance and board-level experience in public or third sector services
  • Experience of successfully chairing multi-stakeholder meetings
  • Background in Welsh public or third sector services

Desirable attributes

  • Welsh language speaker

Essential knowledge

  • Cross-cutting policy themes that relate to the partnership’s activity, such as the Well-being of Future Generations (Wales) Act 2015 and the Social Services and Well-being (Wales) Act 2014

Term for the Chair

Two years – the role will alternate between those with a background in the public and third sector every two years.

Role description – Vice Chair

Purpose

The Vice Chair will play a key role in representing the Community Resourcefulness Partnership and will be expected to represent the partnership with the Welsh Government and with public and third sector organisations.

The Vice Chair will support the Chair with overseeing the shaping and implementation of the partnership’s purpose and objectives, as set out in its Terms of Reference.

The Vice Chair will also assume the role and duties of the Chair in the absence of the Chair and will help the Chair make sure:

  • there’s full participation at meetings
  • all relevant matters are discussed
  • effective decisions are made and carried out.

  • Good strategic and facilitation skills, and the ability to influence and foster decision-making
  • Ability to act impartially and without bias
  • Tact and diplomacy
  • Ability to communicate effectively

Nomination process: terms and conditions

  • The nominating organisation or person cannot work for the same organisation as the person they are nominating
  • The nominee must know about and agree to the nomination
  • The nominating person or organisation must be confident the nominee meets the role profile
  • Nominations will be put to a ballot with one vote per organisation
  • The nominee with the most votes will be appointed chair
  • The person with the most votes from a different professional background (that is, from the public or third sector) to the chair will be appointed vice chair
  • The backgrounds of the chair and vice chair will rotate between the public and third sector every two years.
